Kobe was among the harbours opened to foreign trade in 1868, and the city that grew from it was shaped by outsiders in a way little of Japan was. The evidence is still standing in Kitano, where the merchants' Western-style houses sit on the hillside above the city, kept as a working district rather than a museum.
Ikuta Shrine is well over a thousand years old and sits in the middle of the modern centre, surrounded by department stores. It has been rebuilt after floods, war and the 1995 earthquake. Your guide explains what that earthquake did to Kobe and how quickly the city came back, which is the thing residents will tell you about first.
Kobe is squeezed into a strip between the sea and the Rokko range, which is why it looks the way it does. Harborland gives you the port side; Mount Rokko, a short ride up, gives you the whole bay and one of the best night views in the country.
Every restaurant in the city advertises it and the quality varies enormously. Your guide knows which counters serve certified Kobe beef and which are trading on the name. Lunch or dinner is paid on the day, but knowing where to go is the difference.
