Experience
The view the classical painters used
Miho no Matsubara is a curved shore backed by tens of thousands of pines, with Mount Fuji rising across the water. This is one of the compositions Japanese artists returned to for centuries, and it was included in the Fuji World Heritage listing for that reason. Whether the mountain shows itself is the day's one variable.
A working fish market
Kashi-no-Ichi sits at the port and sells to the public. Shimizu is one of Japan's principal tuna ports, so what is on the counters here is not what a supermarket sells. Your guide will translate the labels, which is most of the battle, and point you to the stalls that will cook it in front of you.
The waterfront
S-Pulse Dream Plaza and the Hinode street run along the harbour, with shops, an observation wheel and views out over the bay. It is where the town spends its weekends rather than a tourist quarter, which is the point of walking it with someone local.
Timed around a ship
The tour is designed as a half day close to the port, which makes it straightforward for anyone stopping on a cruise. Your guide keeps an eye on the clock so the ship is never in question.

Yes. Shizuoka is around an hour from Tokyo by shinkansen, then a short local train to Shimizu.
